While at the Pentagon, Luis was asked to be part of the now-famous Advanced Aerospace Threat Identification Program (AATIP) where he managed the counterintelligence and security aspects of the program.  Later, as a Staff member for the Office of the Secretary of Defense (OSD), he assumed the lead role and senior officer for this endeavor. The mission of AATIP was to conduct scientific-based, intelligence investigations of incursions by Unidentified Aerial Phenomena (UAPs) into controlled U.S. airspace. Luis directed this effort for seven more years where he and his colleagues diligently tried to engage Senior Leadership to increase focus and attention into this important topic.  Many years were spent by Luis and the dedicated team of intelligence professionals collecting data, interviewing military personnel on UAP experiences and working with various intelligence agencies to bring the issue to light.  While managing AATIP, Luis was privileged to work with some of the most legendary heroes and pioneers of the U.S. Intelligence Community including Dr. Hal Puthoff, Dr. Christopher “Kit” Green, Mr. Christopher Mellon, and Mr. Jay Stratton.  

In 2017, Luis resigned from his position at the Pentagon in protest to raise awareness of the UAP issue. The decision to resign was based on Luis’ sense of loyalty to the Secretary of Defense who he had served overseas with, and the Department of Defense.  Luis knew that to get the necessary attention to this important topic, he would need to dismantle the bureaucratic silos and stovepipes plaguing the U.S. Government.

To this day, Luis continues his firm belief that the truth of this phenomenon must be known and requires his continued sacrifice.  Luis’ pursuit of greater transparency and disclosure has cost him both professionally and personally but nevertheless, he devotes his time and attention to this topic to bring truth and shine light into this global enigma.
